Learning Disability Annual Health Checks and coding issue

Learning Disabilities Codes 

Incorrect changes were made to the Learning Disabilities Codes cluster that led to the potential inclusion of patients that do not have a learning disability. This will have inflated the number of patients counted. The GPSES team completed an extensive review of the codes in the LD_COD refset and the codes detailed in the table at the end of this update have all been removed. 

This was done in two releases. The first release in November (27th) corrected conditions initially identified. The GPSES team completed a full review and identified further conditions which were rectified in a December release (29th). 

Latest Update 

The latest position for the major GPSS (TPP and EMIS) is that their systems have now been upgraded with the latest version, so LD registers should revert to normal levels in the January data extract and resolve the denominator and payment issues. 

This change will mean that payment for achievement of indicators using the number of patients on LD registers will be based on the corrected lower number which will be applied for all relevant activity carried out from the start of the 2023/24 financial year. 

If there are any practices who are still experiencing issues with their LD register reports from the systems, they should engage with their GP Clinical System Supplier. 

There is also an opportunity to present evidence to a Practice’s ICB and request approval to manually correct achievement figures at year-end via the declaration process should further corrections be required. 

NHS England encourage GPs to maintain their offer of learning disability annual health checks through March, continuing to enable people with a learning disability to have the vital access to primary care that they need to support their health, supported by a health action plan.
