NHS England National Estates Technical Bulletin – Terrorism (Protection of Premises) Act 2025 ‘Martyn’s Law’

NHS England has published a new Estates Technical Bulletin (NETB) related to the Terrorism (Protection of Terrorism) Act 2025. This bulletin outlines the requirements of the UK’s counter-terrorism legislation as they apply to NHS premises in England, excluding events such as open days and conferences. It aims to support NHS colleagues in understanding their obligations under the Act, ahead of statutory guidance expected from the Home Office and the Security Industry Authority (SIA).

Please note that whilst the Act received Royal Assent on 3April 2025 it is not currently operational and will not be before the publication by the Home Office of their statutory guidance. Organisations are however encouraged to use the information in the bulletin to commence planning and preparedness.
