GP Contract changes UPDATE July 2025

At the end of June, GMS and PMS regulations were laid before parliament to introduce the contractual changes agreed between NHS England and the BMA.

Contract variation notices will be sent to practices in the usual way, after which the below requirements will come into force.

From 21 July 2025, the regulations change such that GP practices will be required to:

  • update their website to link to the General Practice Patient Guidance published on the NHS England website
  • register for, and maintain an account with, the LFPSE (Learning from patient safety events) Service (with administrator rights)
  • update policies for removal of patients (unknown address removal can take place after 3 months instead of 6) and be aware of changes to violent patient removal
  • be aware of the changes related to partnership dissolution or termination (such that where a partnership dissolves without a nominated successor agreed by all partners, the commissioner can terminate the contract or can continue the contract with one or more of the former partners) and update any partnership agreement accordingly
  • be aware of potential changes to out of area registration (which may require approval of out of area registration for prospective registrations)

From 1 October 2025, the regulations change such that GP practices will be required to:

  • enable access, at all times, to patient records through GP Connect – specifically GP Connect Access Record HTML, GP Connect Access Record Structured and GP Connect Update Record
  • ensure online consultation software is available at all times during core hours so that patients can make contact with the practice
